France e-invoicing: 8 common misconceptions about Plateformes Agréées (PA)

France’s e-invoicing reform is entering its final preparation phase. Yet many IT and EDI teams still misunderstand how Plateformes Agréées actually work. Here are the 8 most common misconceptions that can seriously impact your integration strategy.

France is moving to mandatory B2B e-invoicing starting September 1, 2026. All companies subject to VAT will be required to receive invoices electronically from that date, and progressively issue them as well.

At the center of this reform are Plateformes Agréées (PA), formerly known as PDPs, which act as intermediaries between companies and the tax administration.

Despite this, many companies still misunderstand what a PA actually does, what is required technically, and what is not.

This article cuts through the confusion.

“A Plateforme Agréée replaces your ERP”

This is one of the biggest misconceptions.

A PA does not replace your ERP. It acts as a transmission and compliance layer. It validates, routes, and reports invoice data, but it does not handle your business processes or accounting logic.

Your ERP remains the source of truth. The PA sits between your ERP and the tax authority.

Impact: you still need integration, mapping, and data transformation.

“PDF invoices will still be valid”

Wrong.

France requires structured invoice formats such as Factur-X, UBL, or CII.

PDF alone is not compliant. Even Factur-X includes structured XML embedded inside.

Impact: if your system only generates PDFs, you are not compliant.

“E-invoicing and e-reporting are the same thing”

They are not.

  • E-invoicing = structured invoices exchanged between businesses
  • E-reporting = transmission of transaction data not covered by e-invoicing (B2C, international, etc.)

Both are mandatory and handled via a PA.

Impact: your integration must support both flows.

“You can bypass a Plateforme Agréée”

No.

Every company must use a PA (or a solution connected to one) to issue, receive, and report invoices.

There is no direct connection to the tax authority for standard companies.

Impact: choosing a PA is not optional, it is mandatory.

“All Plateformes Agréées offer the same capabilities”

Technically false.

All PAs must meet compliance requirements, but their capabilities differ significantly:

  • integration options (API, EDI, SFTP)
  • transformation capabilities
  • monitoring and control
  • multi-country support

Impact: choosing a PA is a strategic IT decision, not just a compliance checkbox. This is exactly where Babelway differentiates itself, combining deep EDI expertise, powerful data transformation, and full integration control, turning compliance into a scalable integration advantage.

“This is just a format change”

It is much more than that.

The reform introduces:

  • real-time or near real-time data flows
  • lifecycle tracking (sent, received, rejected, paid)
  • continuous reporting to tax authorities

Impact: this is an architecture change, not a formatting change.

“Only large companies need to care now”

This is a dangerous assumption.

All VAT-registered companies must be able to receive invoices from September 2026.

Even small companies are impacted immediately on the receiving side.

Impact: delaying preparation creates integration bottlenecks later.

“Peppol or international flows will be handled automatically”

Not necessarily.

France introduces its own domestic model with PA interoperability. While cross-border flows and standards like Peppol may coexist, they are not automatically aligned.

Impact: you need a strategy for domestic flows (France PA network) and international flows (Peppol, EDI, APIs)

Your France PA integration checklist

Here is what IT and EDI teams should actually focus on:

1. Structured data readiness

Ensure your ERP can generate structured formats (Factur-X, UBL, or CII), or rely on an integration platform like Babelway to handle the transformation layer without requiring changes to your ERP.

2. Integration layer

Implement a middleware or integration platform to connect your ERP to your PA. Solutions like Babelway provide prebuilt connectivity and protocol support (API, SFTP, EDI), reducing implementation complexity.

3. E-reporting flows

Handle B2C and cross-border transactions separately, ensuring your integration layer can route and transform data accordingly across different regulatory flows.

4. Lifecycle tracking

Track invoice statuses end-to-end, including submission, validation, rejection, and reporting feedback. Centralized monitoring becomes critical at scale.

5. Platform selection

Choose a PA based on technical capabilities, not just compliance. Integration flexibility, transformation power, and visibility across flows will directly impact your long-term scalability.

How Babelway fits into your France e-invoicing strategy

France’s reform introduces structured data, interoperability constraints, and continuous reporting. This is exactly where Babelway operates.

Multi-format transformation

Babelway maps your ERP data (EDI, XML, JSON, IDocs) to required formats like Factur-X, UBL, or CII without ERP changes.

PA connectivity

Your Plateforme Agréée Babelway can act as your PA, handling invoice transmission, compliance, and reporting directly. At the same time, it ensures seamless interoperability with other PAs, meaning invoices are exchanged reliably regardless of the platforms used by your business partners.

Full control for IT teams

You design, monitor, and adapt your flows without relying on external development cycles.

Are you ready for France’s e-invoicing reform?

The reform is not just about compliance. It is about redesigning how invoices flow through your systems.

Most companies are not struggling with the rules. They are struggling with misconceptions.

Fix those early, and the rest becomes manageable.
